How to Apply for a License or Permit:
To complete your pre-application, you may either submit online or print the pre-application and take it to your appointment.
If you choose to print your pre-application, contact your division (link to contact info) office to schedule an appointment. At the time of your appointment, you will need your completed pre-application and all required documentation from the checklist (form LCD-2) with you.
If you choose to submit a pre-application online, you will be contacted by the division office to schedule an appointment once they have received your pre-application. If you have not heard from anyone within 3 business days, please call the division office (link to contact info). Be sure to bring all documents as required on the checklist (form LCD-2) to your appointment.
As a precaution, please print or save a copy of your application prior to submitting. If you have any questions about the application, contact the division (link to contact info) office prior to your appointment to clarify.
How to apply for Label/Brand registration:
All malt and wine products shipped into the State of Alabama for distribution must first be approved by the Alabama ABC Board Licensing and Compliance Division. To request approval, please complete the Brand/Label Approval form and follow the instructions listed below.
Each label submission must be in a single Adobe PDF which includes the following required attachments:
- Complete Alabama ABC Brand/Label Approval form
- An assignment letter (importers) or a formal request for approval on letterhead (manufacturers)
- COLA form (TTB F5100.31) for the listed product or Certificate of Label Exemption
- A scanned color copy of the label listed
- Signed, completed Territorial Agreement(s) for each listed Wholesale Distributor(s)
Registration requests should be submitted to Enforcement.license@abc.alabama.gov. You must receive a stamped approval from the Licensing and Compliance Division prior to shipment into the State. Please allow two to three weeks for processing. If you have any questions regarding Brand/Label registrations, please contact the Licensing and Compliance office, (334) 213-6300.
How to apply for Promotion approval:
All proposed advertising and promotions, involving alcohol and/or an ABC licensed location, shall be submitted to the Alabama ABC Licensing and Compliance Division for approval prior to dissemination. This includes, but is not limited to, radio, television, newspapers, magazines, billboards, point-of-sale materials, novelty items, clothing, promotions and aerial displays (20-X-7-.01 link). To request approval, please complete the Advertising/Promotions Approval Request Form and follow the instructions listed below.
Each advertising/promotion request must be in a single Adobe PDF which includes the following required attachments:
- Complete Advertising/Promotions Approval Request Form
- Formal request for approval on company letterhead.
- Complete set of ALL promotional rules.
- Clear, color copy of all promotional sales media (e.g. Entry form, coupon, Necker, tear-off, etc.)
- Detailed list of where the promotion will be displayed on the product and within the licensed location.
- ALL disclaimers and legally required notices (e.g. “Purchase of alcoholic beverage is not required to participate…”, etc.) shall be clearly and legibly printed on the face of the promotional sales media in bold-face print in a medium of 10 point print (#12 font) or larger.

How to Submit a Territorial Agreement:
Typically, a Territorial Agreement will be submitted with your Brand/Label approval request. Be sure that the Territorial Agreement is complete and signed before submitting it.
If there is a change to the territorial at a later date, you may submit a new territorial agreement with a release letter for the previous distributor and an appointment letter for the new distributor. This agreement is subject to the provisions of Alabama law including, but not limited to, Alabama Code Title 28, Chapter 8 and Chapter 9 (pertaining to beer), Title 45, Chapter 2, Part 3 (pertaining to wine in Baldwin County), Alabama Act No. 93-483 (pertaining to wine in Mobile County), Alabama Act No. 2013-346 (pertaining to wine in Jefferson County), Alabama Act No. 2014-209 (pertaining to wine in Shelby County), and Alabama Act No. 2014-223 (pertaining to wine in Montgomery County).
